How a route earns its place
- It solves a lower-risk consumer or administrative problem people commonly describe without knowing the official term.
- The order can be supported by authoritative public guidance—not forum folklore or a generated guess.
- The path can name a useful first action, the responsible contact and plain words to use.
- The route includes a clear boundary wherever timing, location or individual circumstances could change the answer.
